Scope of Work
The review will highlight new conceptual approaches, tools and practices of risk analysis applied in the EU member states as well as at FRONTEX level that could serve as guidelines for further work on updating and development of the tailor-made risk analysis model for border management in Turkey.
The review should be specifically focused on risk analysis application for land border surveillance.
The review aims to:
Support further work on updating and development of the tailor-made risk analysis model for border management in Turkey;
Facilitate development of tailor made training modules on risk analysis based border management for the professional staff at the Eastern Border in the frame of the Project activities.
The review should include but not be limited to analysis the following conceptual and operational aspects of risk analysis based border surveillance:
Application of risk analysis for border surveillance, preparation and use of analytical products by Border Guard authorities at central, regional and local levels;
Ways and organizational procedures for exchange of information for risk analysis and risk assessment products at central, regional and local levels among authorities/units/subunits responsible for border surveillance, border checks at the border crossing points and investigation of cross-border crimes;
Practices of joint risk analysis and/or sharing of risk assessment products with other relevant authorities dealing with the management of the borders, conditions for development of a national integrated risk analysis model;
Cooperation and interaction of national risk analysis entities with FRONTEX.
